Public participation in the design of the future in digital reality (third-order cybernetics)
Abstract:
In recent years, attempts have been made to move to a new strategy for socio-economic development based on the solution of a set of tasks of a scientific and technological breakthrough: strategic planning, project control, 12 national projects, etc. However, the results of their solution indicate the need to make this work more systematic and consistent in nature. The central problem is connected with the planning of the future, with the consolidation of the state and society in the processes of government and development of the country, which should be provided with adequate mechanisms for individual and public participation in these processes with the widespread use of adequate forms and technologies of digital reality. Using the potential of society, there is a chance to survive in the race of innovations between countries and civilizations, to organize strategic partnership and harmony of the world community. The basic approaches to improving the forms and technologies of public participation in the design of the future of the country are the civilizational approach and modern ideas of the philosophy of science, which corresponds to the post-non-classical cybernetics of selfdeveloping poly-subject (reflexive-active) environments (third-order cybernetics). It is proposed to improve public participation in the design of the future through the prism of the functional structure of the system of ontologies of self-developing poly-subject environments, focused on the organization of hybrid environments (subjective, digital, physical).
