Mechanisms of «ISTINA» system for intelligent state analysis and progress stimulation for projects in the sphere of science and higher education
Abstract:
The article describes the methodological principles of the design and the development of the ISTINA information analysis system (Intellectual System for Thematic Investigation of Scientometric Data), which was developed and successfully used for several years at Lomonosov Moscow State University and in a number of other organizations of the Russian Academy of Sciences and the Ministry of Health of the Russian Federation. Presented are its main subsystems that are in demand for the practice of preparing management decisions in science organizations and universities, as well as interfaces that allow interacting with information systems that are external to the IAS ISTINA in a «friendly mode». The tasks that are solved using these subsystems are listed. The means of support and development of this project are described. Separately presented are the expert-analytical functions and approaches to their implementation, for analyzing the progress status of exploratory research, the projects in the field of scientific, technical and technological activity, stimulating their performers to work more efficiently.
