Revival of rural settlement as a tool for breaking the historical deadlock
Abstract:
It is shown that the revival of rural settlement is one of the most important factors in the socio-economic revival of the country. A brief excursion into the history of domestic rural settlement is offered. Particular attention is paid to the twentieth – early twenty-first centuries, including the current state of affairs. It is concluded that there is no need to talk about serious shifts in the field of rural settlement, despite the exceptional importance of the development of rural areas in light of current military-strategic, demographic, socio-economic macro-threats and risks. The author proposes a sequence of actions to revive rural settlement: from developing a Strategy for the Spatial Development of Rural Territories and combining the final map of the network of existing and revived rural settlements with a map of the location of existing and prospective places of employment to developing subprograms that accompany the revival of rural settlement and the creation of the cooperative state association “Rosselstroy”. Decisive organizational and managerial efforts are required to reorganize the profession of an architect – from restoring its inherent strategic function to changing the typology of designed objects and revising the regulatory framework. The main thing is to create a State Committee for Spatial Planning, Urban Development and Architecture under the President of the Russian Federation, whose responsibilities should include developing a General Scheme of Settlement on the Territory of the Russian Federation, a Strategy for the Development of Low-Rise and Individual Construction, a Strategy for the Spatial Development of Rural Territories, etc.
